Beneficiary 1 – “Abruzzo Region – Department of Presidency and Relationship with Europe”, L’Aquilla, ITALY

The Abruzzo Region, acting as the political and administrative government, develops policies  in  connection  with  local  territorial  authorities  and  institution  and  has competencies in several domains, including transport and mobility, infrastructure, spatial planning, environmental, etc. Moreover, it has the autonomy, according to the matter delegated by the State, to plan and legislate on the policies for the achievement of the targets fixed from local government. Numbers of employees: 1400 of which 112 of the Department of Presidency and Relationship with Europe. The annual balance of Abruzzo Region amount to € 7 billion and 977 million, The revenue comes from taxes and central government receipts from current transfers, from non-tax revenue, from capital revenue and other revenue

Abruzzo Region is involved in 9 projects on IPA Adriatic CBC Programme 2007-2013: Adrigov (2nd ord/0184/1), Adriatic Welfare Mix  (2nd ord0225/0) , Speedy  (2ndord/0226/1) , Ecosea  (2nd ord/236/2), Alterenergy (1st str/0001/1), Easyconnecting(1st/002/0),  Hera (1st str/0008/0), Easeaway (1st str/0011/0) and POWERED (2ndord/0087/1). Recently the Abruzzo Region got the approval on 3 projects on the program Interreg Europe: 1. Higher (PGI0018), 2. Social seeds (PGI00028), 3. Bio4Eco(PGI01518).

Contribution of the Beneficiary to the project

Abruzzo Region ensures correct management of resources allocated and a full cooperation with the partners of all project activities. Abruzzo Region involved in the project the Nautical Institute of Ortona “Leone Acciuaioli”. The Institute has a training ship. It is a modern floating laboratory and is used for coastal navigation aids and exercises, machines and systems, meteorology, electronics applied to navigation, marine biology and environmental chemistry.

Abruzzo Region applies and manages several projects within European Programmes and has participated to many project in the past programmes including, INTERREG IIIB (INTERREG IIIC ), INTERREG IIIA Adriatic cross-border, INTERREG IVC, MED, IPA Adriatic CBC, COSME and many others.

Among the competence of employees of the Department of the Presidency and relations with Europe and in particular those of the employees of the Planning and Coordination Unit are included those on the Programming and Implementation of programs and projects financed with European funds.



Beneficiary 2 – “Marche Region – Adriatic Ionian Macroregion Strategy – European Territorial Cooperation”, Ancona, ITALY

The Department  of  Productive  Activities,  Labour,  Tourism,  Culture  and Internationalization aims at setting up a close link among the policies and activities of some of the most important regional field of intervention, promoting the economic development of the Marche region territory and fostering its European and Internation cooperation relations. It can counts on around 120 people.

The Dept.has a wide experience in fostering cross-border partnerships and institutional cooperation projects as: Adri.EuR.OP(PIC INTERREG IIIA NPPA), SARA (INTERREG III A I-PAO) to support the Adriatic Euroregion; Action to support the Secretariat of Adriatic(Italian  Law  84/01);TRANSISMIC  (INTERREG  IIIA-PAO)  to  strength  the cooperation in the territorial planning strategies;ENI (INTERREG IIIB) for the integration of immigrants; SARA (INTERREG IIIA-PAO) to support the building up of the Adriatic Secretariat. The department was the LP of the following projects: ICS (MED Programme) to promote innovation in the Mediterranean Cooperative System, as  well as on CITEK – CAPITALIZATION  project  of  the  MED  Programme  –  for  the  Innovation  and Internationalization of the MED economic and knowledge system. Furthermore the Dept. participated as pp in IPA CBC Adriatic projects: AdriGOV and Delmvet. It has been currently partner of Higher project financed by Interreg Europe Program.

Contribution of the Beneficiary to the project

Marche Region is the coordinator of Italian regions involved in EUSAIR, and is entitled to set up an high level of experts specialized in the governance related to the implementation of Adriatic Ionian strategy. It will actively contribute also in WP2 on communication and technical tasks foreseen by the wp3, especially in relation to the working session organisation with teachers and involvement of Nautical and Tourism High schools.

The Region participates in national and regional Tables of planning and coordination and manages directly several programmes. It also runs European cooperation projects both as partner or as Lead Partner, and has developed “ad hoc” structures and working groups able to cooperate at a trans-European level. It hosts the Secretariat of the Adriatic – Ionian Initiative for the promotion of cooperation among the Adriatic basin countries and it is member of the Adriatic Euroregion. It can count on personnel and experts with a long experience in the management and implementation of international and European project of cooperation.



Beneficiary 3 – “AULEDA – Local Economical Development Agency”, Vlore, ALBANIA

4 full time employers with udeterminated contracts and 6 of them with project based contracts. Auleda staff has a lot of experiences in the project management since it has develop 5 EU projects from 2000-2006 Program and 7 EU projects from IPA CBC 2007- 2013 Program. Auleda operate with the technical unit composed from the experts in the project  management,   financial  management,   SME  development  specialist, communication experts. Auleda have the network of experts divided in three external commissions: Environmental commission, public relation commission and Scientific and Technology commission. Auleda operate according to its management handbook approved from the Assembly. Annual budget at an average of 500 000 euro/year.

AULEDA was established in the 9th of July 2003 and is member of ILS LEDA international network of 64 LEDA all around the world. Auleda has a large experience in coordinate transnational activities, having participated as a partner in 7 IPA Projects during the Programming period 2007-2013 respectively in IPA CBC Adriatic Program, IPA Cross Border Albania Greece, IPA Cross Border Albania Fyrom Macedonia, IPA Strategic Program. The EU project developed were in the field of technology and communication  PITAGORA,  alternative tourism  development  IAT,  miniaturisation technology in agro industry IPATECH, inclusive education KEPASS, research and innovation for SME development SMART INNO, monitoring of environment and natural resources SSMNatuRe, handcrafts Craft IN.

Contribution of the beneficiary to the project

Auleda will offered in this capitalisation project the experience gathered during the implementation of KEPASS Project, Knowledge Exchange Program between schools in Adriatic Area. Auleda will, facilitate and coordinate the participation of technical professional schools in the project taking in consideration their role in the nautical industry. Auleda will organise the summer school for the teachers of professional and technical school in Vlora Region in close collaboration with the directories of respective schools. Auleda will offered technical assistance to the schools for the organization ofproject activities and also will coordinate the management and administrative issues related to their implementation.

Auleda has very great experience in the EU project management. Projects implemented under the IPA Adriatic 2007-2013 Program (PITAGORA, IPATECH, KEPASS, SMART INNO) or projects implemented under IPA Cross Border Program Albania-Greece (SSMNATURE and CraftIN) have increased the management capacities of Auleda staff members. The KEPASSproject offered for Auleda staff and its external experts the possibility to know new methodologies on teaching and evaluation oriented from the market need and based competences gained due to a learning process. This gained know how will be used and enrich with an added value throught the implementation of his project. The strong network and previous collaboration with very success with Ministry of Education and Sports ad the Ministry of Employment and Social Welfare are a very good base for a successful implementation.



Beneficiary 4 –“Bureau for educational services of Montenegro”, Podgorica, MONTENEGRO

The Bureau for Education Services is a government institution for monitoring, improvement and evaluation of educational reform processes in general pre –university level of education. The Bureau has research, advisory and development oriented functions in the reform of the education system. The department for International cooperation conducts the work related to: monitoring and analyzing the international experiences and solutions important for further development of pedagogical practice and organization of work in educational institutions; making contacts and developing cooperation with international educational institutions; supporting the implementation of international projects in which the Bureau participates; analyzing documents and recommendations in the field of education, especially ones significant for the process of EU integrations. The Bureau has 25 employees and numerous teachers acting as external collaborators.

The Bureau participated in several Council of Europe’s projects and initiatives:European Language  Portfolio;  In-service  training  Programme  for  education  professionals; Education for Democratic citizenship and Human Rights. R.A.V.E. Space – Raising Awareness of Values of Space through the Process of Education. The Bureau cooperated with organizations from Greece, Italy, Poland and Slovenia (within the Interreg IIIB CADSES). The Bureau also participates in the realization of the REC`s (Regional Environmental Centre for Central and Eastern Europe) programme in Montenegro;Green Pack (a multi-medium environmental education curriculum kit for children). In 2010 the Bureau supported the activities of CHERI-Challenging Education for Roma Inclusion project (ECEuropeAid) and KEPASS aimed to integrate the educational systems in the Adriatic region in order to raise the competitiveness of secondary education and create the conditions for greater mobility of students.

Contribution of the Beneficiary to the project

Bureau will be responsible for the coordination of the Communication on the project level and between schools/institutions included set of activities (WP2). They will create the communication plan,visual identity and coordinate the project on-line platform. Bureau will coordinate the presentation and involvement of the Montenegrin schools/institutions in the project, with the main goal of improving competences of students, their knowledge of foreign language, and to make our educational curriculum more comprehensive in order to be closer to the other curricula of AI region. The representatives of the Bureau will participate in all institutional activities planned by the project and contribute in the work of the technical committee. The experiences gained in KEPASS project at national and cross-border level will be used by providing new ideas regarding the teaching plans and programmes, cultural competences, encouraging mobility of knowledge for both students and teachers in AI area.

Education experts will implement and monitor the activities for local schools and teachers.Their national competence and experience in KEPASS project implementation in Montenegro, as well as advocacy for future certification of exchange process is an important added value.The strategy of vocational education has as a goal of improvement of system for students’ evaluation, and it will be a good start point for defining common outcome at regional level.The sector for international cooperation deals with communication and relations with the media.This mix of competences will contribute to an efficient development of the project activities. Mainstreaming activities on national level will be implemented thanks to the competence and expertise in the field of secondary education.Bureau  has  excellent  relations  and  professional  links  with experienced local educational organizations that have specific skills in Maritime and Tourism sphere in the secondary schools.


Beneficiary 5 – „Zadar County Development Agency ZADRA NOVA“, Zadar, Croatia

ZADRA NOVA was appointed by the Zadar County for the activities of sustainable energy management in its administrative area. Within own organizational structure ZADRA NOVA has a separate department for energy efficiency.

Zadar County Development Agency ZADRA NOVA 22 highly educated employees (12 on permanent contract and 10 working on projects ) of different background, owning excellent business knowledge and skills. ZADRA NOVA’s employees have extensive experience, knowledge and competency in designing key regional and local development strategic documents, preparing project proposals and implementing projects for national and European funding organisations, supporting the development of SMEs, and providing support to potential investors in Zadar County.

ZADRA NOVA implemented following projects:UNA SPRING OF LIFE IPA Cross-Border Programme Croatia – Bih 2007 -2013;Roof of Rock project- “Limestone as the common denominator of natural and cultural heritage along the karstified part of the Adriatic coast IPA CBC Adriatic;Talking Books project founded through IPA CBC CRO – BiH: The aims of a project were to improve the social inclusion of blind and sight-impaired persons in the local community and society in general, and to increase the opportunities of the blind and sight-impaired for lifelong learning and employment;Guarden project(SEE): the objective of the project was to create an integrated approach to drafting and implementing  local  strategies  for  the protection  of  soil  and  water  from pollution;REPUBLIC-MED (MED):the goal of the project was to assess the efficacy of existing national tools and methods for the application of energy efficiency in refurbishing public buildings and outdoor spaces.

Contribution of the Beneficiary to the project

ZADRA NOVA’s contribution to the project will be through our knowledge collected throughout the implementation of the project “Limestone as the common denominator of natural and cultural heritage along the karstified part of the Adriatic coast with acronym RoofOfRock”. Project is implemented under 2nd call for ordinary projects of Adriatic IPA CBC Programme 2007 – 2013, joining 10 partners from 4 countries.

Zadar County Development Agency ZADRA NOVA has extensive experience, knowledge and competency in preparing project proposals as well as in implementing projects for national and European funding organisations. In favour of this fact there is considerable number of implemented international projects, as well as those that ZADRA NOVA is currently conducting. Besides that, ZADRA NOVA has established relationships in the private and public sector.



Beneficiary 6 – “Ministry of Education, Science, Culture and Sport of the Herzegovina – Neretva Canton, Mostar, BOSNIA & HERZEGOVINA

The Ministry consists of five sectors: Primary and Secondary school education; Higher education, science and research; Culture and Sport; Department for Inspections and Driving license sector. In all of these fields, the Ministry provides advisors and guidelines for the organization of educational/ training activities. It manages an annual budget of roughly 40.000.000 euros. Ministry staff is comprised of total 36 employees.

All the local secondary schools are under the coordination of the Ministry in terms of teaching plans and additional activities. Its facilities and equipment satisfy the criteria necessary for the successful development of the project activities.

The Ministry of Education of the HN Canton has direct experience in CBC projects, namely KEPASS and AdriGov both supported and funded by the IPA Adriatic CBC Program. KEPASS project aimed to integrate the Adriatic School systems for a more competitive secondary education and to create opportunities for students’ mobility and for reciprocal recognition of secondary school programs and diplomas, thus contributing to increasing connections between the educational system and the Adriatic labor market. The Ministry was a final beneficiary to the project, and has successfully accomplished all the given objectives, and project activities. The project Adri Gov aims to provide a significant contribution to the enhancement of cross border cooperation in the Adriatic- Ionian by focusing on two main objectives: Promotion of the adoption of an innovative and participated Adriatic Governance Operational Plan designed to constitute a effective governance model in the area.

Contribution of the beneficiary to the project

The Ministry contribution is in the role of strengthening the system of vocational training in the Adriatic-Ionian area so that we would support the harmonization of education system and training in schools in Herzegovina-Neretva Canton by giving an opportunity to the school to find out more about vocational systems of the countries which are partners of the Project and encouraging mobility of knowledge and creation of professional paths aimed to support the strategic value chain of Adriatic-Ionian area . The Ministry give they  contribution in defining a Work Plan based on the capitalization of previous

project achievements and creation of working group with Vocational and Training schools of Adriatic area for the definition of international training modules specific for Maritime and Tourism institutes and help the other partners in drafting a feasibility study for the harmonization of vocational and educational schemes for Maritime and Tourism poles in Adriatic area.



Beneficiary 7- Comune dell’Aquila, Municipality of L’Aquila

Municipality of L’Aquila allocated in the budget, each year, the sum of 80 thousand euro to ensure the performance of the Feast of Forgiveness Celestine who, 722 years, takes place during the week of August 23 to 29. For the conduct of the festival, the City agrees, throughout the year, the professionalism of the following areas: Culture, Tourism, Institutional Affairs, the Mayor’s Cabinet, Pressand Communication, Economic-Financial, Public Works and Heritage, Municipal Police and Participate, Civil Defence, Human Resources and Planning.

Municipality of L’Aquila participated in project IPACBC – 1°ord./0130/2AIR. NET, Priority 3 Accessibility and Networks 3.1 Physical infrastructure.

Contribution of the Beneficiary to the project

Beneficiary contributes to the project by providing both a substantial economic contribution that professonalità specific for each sector which, in the course of the entire year, working explicitly to ensure the Feast of Forgiveness. In addition, the Beneficiary, has also established a specific Committee, in consultation with the sectors involved, meets monthly in order to organize in detail the billboard of the many events that make the festival a moment not only spiritual but als ocultural. The beneficiary has provided the organizing committee, a scientific committee made up of medievalist and historians in order to deepen and pass on to the generations to come. The Beneficiary also in order to safeguard and implement the citizenship spirit Celestiniano, involve first and secondary schools, in a collective project that gives rise, each year, at a public event that sees protagonists students.

Over the past 30 years, the beneficiary has developed unquestionable expertise and capabilities in organizing the Festival of Forgiveness Celestine, in all respects,fromlogistics to the realization of events.
