The overall objective of Blue SKILLS project is to strengthen the integration of education systems and vocational training (VET) in the Adriatic area through the harmonization of different educational and VET systems in particular as regards the methods and tools for the recognition of the skills both at educational and professional level, building on experience gained in KEPASS and DELMVET. The goal is therefore to start from the improvement of educational and vocational training processes to support growth and innovation in strategic sectors of the macro-regional strategy. The strategy pursued by the project is to facilitate the connections between the educational sector and the productive system, starting from the school system (in particular the technical schools) to the VET addressed in particular to the strategic sectors of the nautical and maritime technologies and tourism, which represent two out of four pillars of the Strategy EUSAIR.

The project is therefore fully in line with the priority objectives and lines of action set by the EUSAIR Action Plan since it’s addressed to those issues related to the mobility of knowledge and the qualitative development of professional skills. The mobility of human capital is indeed a cross-cutting element that affects the macro-regional strategies aiming at the creation of an effective “region of knowledge” where the educational and training systems are strongly integrated, fostering the circulation of young people and workers and creating the conditions for a better absorption by the labor market.

Project specific objectives are:
1) the promotion of a feasibility study on the harmonization of education and VET system in the Adriatic-Ionian macroregion;
2) the creation of synergies among KEPASS and DELMVET project partners in order to expand the existing network of schools and VET centres and transferring good practices and results issued by previous projects;
3) the support to the mobility of knowledge and the creation of professional paths;
4) the valorization of previous initiatives by extending the kind of target groups to be addressed, involving technical and vocational institutes, private sectors and policy makers.

In this context, among cross-cutting actions that can contribute to the effective achievement of the strategic objectives set by the EUSAIR are particularly relevant those aiming not only to foster economic competitiveness but also the creation a region of knowledge based on harmonized education and training systems. The strengthening of these areas, is also functional to the achievement of the EUSAIR objectives especially regarding the Blue Growth and support to innovation and research system at macro-regional level as a pre-condition for a better and more sustainable development of the region. Besides, the tourism industry demands for increased investments in human capital and training of operators that could benefit from greater sharing of professional paths.
